Community Rights PDX intends to place a ballot initiative before Portland voters as soon as 2016. The proposed initiative would become part of Portland’s municipal code or charter, not merely a nonbinding resolution. As a construct, it’s useful to think of its relationship to Portlanders as analogous to that of the bills of rights in our state and federal constitutions to Oregonians and Americans, respectively.
